         Interview of Jim Harrington, Civil Rights Lawyer.

Given time constraints, participants are asked to ask specific questions and avoid
lengthy prefaces.
For Jjim:   To the extent time permits, I would like to inquire about the following:
1.  The significance of the Hernandez v. Texas 1954 case.
2.  Why David Hall had to challenge the Hidalgo County Grand Jury scheme in the 1970s;
3.  Why and how you had to revisit that scheme during your time
Why was the Civil Rights Project needed in light of the legal work of Texas Rural Legal Aid and for that matter from MALDEF and did the Civil Rights Project have more flexibility regarding the type of cases in could engage in?
What is the Civil Rights Project's oversight legal structure?

Themes of Presentation:
No! Project Marvel is a coalition of several large community organizations not consider the passage of Prop B in November as a voter mandate, supports voter choice in upcoming 2027 infrastructure bond, proposes policies to increase revenue for arena, demands tighter provisions for the non-binding term sheet that eliminate cost and risk shifting to the public, and calls for more stringent accountability and citizen oversight moving forward.  
All are united in asking San Antonio’s Mayor and City Council to negotiate a better deal with Spurs owners and protect public dollars needed for vital services in San Antonio.

Rebecca Flores
Beginning in 1978, at the UFW offices in the Lower Rio Grande Valley, Rebecca and a team of 6 farm workers after receiving intensive training by Fred Ross,  this team established in one winter season a large farm worker membership in 25 colonias in Hidalgo, Starr, Willacy and Cameron Counties.  
 The organizing continued for years to come.  
This organization of farm workers was able to demand access to social services and advocate for change in state and county services that did not consider that farm workers were a tax paying constituency.   Colonia issues included Street names, paved roads, sewage systems, garbage pickup. 
Advocacy included passing historic farmworker legislation in Texas.  From 1983 to 1988, the Union introduced, lobbied for, and passed legislation for workers compensation for injured farm workers, unemployment compensation, raising the Texas minimum wage, prohibiting the use of the short, handled hoe; providing toilets and potable drinking water in the fields; and protective Pesticide Right to Know legislation.  In December 2005, Rebecca retired from her union jobs.
Since 2014, she became involved with others when mothers and children were detained in Karnes City and Dilley and whose detention was based on the determination by ICE  that they created a
national security risk. She continues to work on this issue which has become a political hot potato for politicians. iis 
Along the way she raised 3 children, all intelligent and committed to justice in their work.
 Monica Cruz, Ph.D.

Dr. Cruz was born and raised in the Rio Grande Valley and moved to San Antonio to pursue a Bachelor’s Degree UT San Antonio. While at UTSA, she became involved in the MEChA (Movimiento Estudiantil Chicano de Aztlan) chapter, serving as president for two years. She later earned a Master’s degree at the LBJ School of Public Affairs at UT Austin and her doctorate in Applied Demography at UTSA.  Her professional experience encompasses work in the non-profit sector, the Texas Senate, the City of San Antonio, and several higher education institutions. She currently serves as the State Data Center Lead with the Texas Demographic Center and supports the data needs of the Center’s network of statewide and local affiliates. She also serves as Faculty-in-Residence at St. Mary’s University, where she teaches graduate courses in the Master of Public Administration program.  Her research interests include housing, economic development, poverty, and employment.  Dr. Cruz has dedicated her life to public service and is committed to helping organizations and governmental entities utilize data to develop policy that best serves the needs of their communities.

I share with you my latest piece titled "Counties With Large Presence of Latinos Face Greater Population Growth Slowdown,” which was just published in The Latino Newsletter. Here is a snippet:

 The Bureau’s latest population estimates for the nation’s counties over the same period reveal a widespread downturn in population growth across a vast swath of counties. Major declines in net international migration are the primary culprit, reflecting the Trump administration’s mass-deportation campaign, which started in January 2025. The analysis below is based on the 3,132 counties with Latino residents, out of the country’s 3,144 counties. Generally, the greatest population slowdown occurred among counties with higher percentages of Latino residents.

    MAGDALENO's CURRENT CONDITION

    A Message from Aviva as of 6:27pm ET on Wednesday, April 29, 2026:

    Dear family and friends,

    We’ve had a change in my Papa’s condition. His infection appears to have returned, which is evident in a rising white blood cell count that is now becoming more concerning. At this time, the doctors have not been able to identify the source of the infection, which is making it difficult to treat effectively.

    He has undergone additional testing, including biopsies of smaller nodules and a full body scan, in hopes of finding the underlying cause. We are still waiting for more clarity from those results. The larger mass that was previously biopsied showed scar tissue, which rules out one concern, but also leaves us continuing to search for answers.

    His appetite has significantly decreased, and he is struggling to take in the nutrition his body needs, which is adding to the challenge.

    We are taking things moment by moment and continuing to hope for more answers soon. 

    Your thoughts and prayers are deeply appreciated during this time. Thank you for continuing to support him and our family.

    Please find answers to your questions below:
    1. Regarding Visits (Magdaleno is currently in room 1816 in the oncology unit at Virginia Mason Medical Center in downtown Seattle and expects to remain there until further notice. Visiting hours are best between 12:00 pm and 6:00 pm. If you would like to come by, please coordinate with Carolyn at 305-989-0170. ALSO, this is a hospital and one of Magdaleno's issues is a severe MRSA infection. MRSA is contagious and may be impossible to eliminate completely. Visit at your own risk. --abe
    2. Due to hospital rules and Magaleno's conditions, we cannot accept flowers in the room. In lieu of flowers, we kindly ask for donations, as such will be of greatest support.  The GoFundMe is here: https://gofund.me/de901ee2f (FYI, the GoFundMe platform tries to add a "tip." Feel free to set that to ZERO.) Aviva is administering the funds. Funds will be used for medical expenses and if needed, funeral arrangements/celebrations of Magdaleno's life and legacy. If we receive more than is needed, we plan to donate the remainder in his name to organizations  selected by Magdaleno to continue the work he has dedicated his life to.
    3. The Venmo Alternative: If you don't like GoFundMe, funds can be sent to Aviva's Venmo connected to her cell phone 786-368-5756. She will keep records and add the donations to a master list. Thank you.
