1. State Convention Version (Texas/Regional Focus)
Use this version for a State Convention. It focuses on state-level chapters, local university accountability, and regional coalition building.
RESOLUTION OF THE LULAC STATE CONVENTION IN SOLIDARITY WITH THE "OUT OF BOUNDS" CAMPAIGN FOR VOTING RIGHTS
WHEREAS, the League of United Latin American Citizens (LULAC) is dedicated to advancing the economic condition, educational attainment, political influence, housing, health, and civil rights of the Hispanic population of the United States; and
WHEREAS, our state’s public universities and athletic programs derive immense financial profit, prestige, and institutional success from the labor and talent of Black and Latino student-athletes; and
WHEREAS, the state legislature has systematically enacted redistricting maps and voting restrictions that directly dilute the electoral strength and political voice of Black and Latino communities alike, using state power to weaken minority representation while public institutions profit from minority talent; and
WHEREAS, the NAACP and the Congressional Black Caucus have launched the "Out of Bounds" campaign, calling on athletes, families, alumni, and fans to withhold athletic and financial support from public universities in states attacking voting rights until fair representation is restored; and
WHEREAS, the struggles against voter suppression, gerrymandering, and the erosion of the Voting Rights Act are deeply shared by Black and Latino communities, demanding unified grassroots action and cross-racial solidarity;
THEREFORE, BE IT RESOLVED, that the LULAC State Convention officially endorses the "Out of Bounds" campaign and aligns its state-level advocacy with the demands for fair, transparent, and community-centered redistricting; and
BE IT FURTHER RESOLVED, that this State Convention directs all local councils within our jurisdiction to engage in public education campaigns informing Latino student-athletes, families, and booster clubs of the boycott and the critical intersection of sports economics and civil rights; and
BE IT FURTHER RESOLVED, that LULAC state leadership formally calls upon the administrations and athletic departments of our state's public universities to publicly condemn vote dilution and use their institutional leverage to protect minority voting rights; and
BE IT FINALLY RESOLVED, that our state delegation is instructed to forward this resolution to the LULAC National Office to advocate for a unified, nationwide stance across all LULAC councils.

Use this version for the National Assembly. It establishes formal national policy, binds the entire national organization, and focuses on federal voting rights legislation.
RESOLUTION OF THE LULAC NATIONAL CONVENTION ENDORSING THE "OUT OF BOUNDS" ATHLETIC AND FINANCIAL BOYCOTT FOR VOTING RIGHTS
WHEREAS, the League of United Latin American Citizens (LULAC), assembled at its National Convention, stands as the premier champion for the civil and voting rights of marginalized communities across the United States and its territories; and
WHEREAS, a coordinated, multi-state effort across southern legislatures—accelerated by recent adverse federal court rulings—has targeted Black and minority voting strength by dismantling fair congressional and judicial districts; and
WHEREAS, the NAACP and the Congressional Black Caucus have initiated the "Out of Bounds" campaign, leveraging the multi-billion-dollar college sports industry to demand that public universities and state governments protect minority representation, adopt state Voting Rights Acts, and cease utilizing state power to weaken Black representation; and
WHEREAS, systemic voter suppression tactics, including the dilution of opportunity districts, present a clear and present danger to the political empowerment of both African American and Hispanic citizens nationwide; and
WHEREAS, meaningful civil rights progress historically requires powerful economic coalitions, and the defense of democracy necessitates absolute solidarity between Black and Latino communities;
THEREFORE, BE IT RESOLVED, that the National Convention of the League of United Latin American Citizens (LULAC) formally adopts a national policy of solidarity with the "Out of Bounds" campaign; and
BE IT FURTHER RESOLVED, that LULAC National leadership shall actively collaborate with the NAACP, the Congressional Black Caucus, and minority student-athlete coalitions to amplify the demands of this campaign across all media platforms and national civil rights forums; and
BE IT FURTHER RESOLVED, that LULAC demands that public university systems nationwide, particularly within the SEC and ACC conferences, actively defend the voting rights of the communities from which they recruit talent, or face a combined withdrawal of athletic and financial support from minority families and alumni; and
BE IT FINALLY RESOLVED, that LULAC national legislative advocates are instructed to integrate the goals of the "Out of Bounds" platform into their federal advocacy, conditioning support for public higher education initiatives on a state’s compliance with fair, non-discriminatory voting maps.
