of United Latin American Citizens Welcomes Dr. Ray Serrano and Alba
Lucero Villa as New Members of LULAC’s National Staff
Serrano
will serve as Director of Research & Policy and Villa will serve as
Chief Development Officer
Washington,
D.C. - The League of United Latin American Citizens (LULAC) is
pleased to announce the addition of two talented and accomplished
individuals to its National Staff, Dr. Ray Serrano and Alba Lucero Villa.
Dr. Serrano will serve as the Director of Research & Policy, while
Ms. Villa will serve as LULAC’s Chief Development Officer.
Dr. Ray Serrano
joins LULAC as Director of Research and Policy. His professional journey
encompasses diverse roles, including serving as a technical officer at
the World Health Organization, working as an analyst at the U.S.
Department of Health and Human Services, and serving as a health systems
consultant, along with undertaking HIV work with the United Nations
Development Program. Dr. Serrano’s work has been pivotal in shaping
healthcare policies, analyzing healthcare systems, and improving service
delivery, particularly for underrepresented communities, and he will
continue to serve the Latino community in a similar capacity in his role
at LULAC.
Alba Lucero Villa
joins LULAC as Chief Development Officer, bringing with her more than 20
years of experience advocating for human and civil rights in the U.S. and
internationally. She previously served as the executive director of the
Coalition for Immigrant Freedom, and successfully designed and
implemented an immigrant workplace justice program at LatinoJustice
PRLDEF while serving as a legal fellow for the organization. Having
worked extensively in the immigration and civil rights space, Ms. Villa brings
insights and real-life experiences that will benefit LULAC and its
members.

I aim to conduct investigations and generate scholarship that informs and
catalyzes policy changes addressing critical issues impacting Latinos.
I'm enthusiastic about contributing my skills and expertise to meaningful
service during this pivotal time.”
