LULAC Election Results Phoenix July 21, 2018

The Editor:  I took brief notes on the LULAC meeting of the National Assembly in Phoenix this Saturday, July 21, 2018.  I copied my notes and dropped them in my post for this posting.

The numbers appear below.  Domingo Garcia won for National President.

The voting was slow, but fast.  The voting was by electronic voting.  Candidates and 5 amendments were on the ballot.  There was a run-off for the VP SE.  The run-off was by standup vote.  The electronic voting was slow because LULAC was not prepared.  This appear to be a staffing issue.  The staff tried to set up 70 voting computer tablets at 8 AM  in a meeting hall that was very active as people were arriving for the 9:30 AM start off.  Only 30 tablets were set up.  With 1,034 delegates, it was just too many for too few tablets.  LULAC needs between 75 to 100 tablets for a 1,000 delegate convention.  This slow process was still better than past stand-up voting for every office, one office at a time, with counters galore.  We would easily be going until late on a Saturday without electronic voting.

The agenda was well managed by President Roger Rocha, who was the Election Judge for the meeting of the Assembly.  There were no challenges on the floor on rules, amendments or resolution The presentations of the candidates went off without any rancor.  A timing issue with the presentations of the candidates was that the last two positions were asked to shorten their presentation to move on to voting.

There is still resistance in LULAC to electronic voting.  That resistance is slowly wearing down.  Electronic voting is here to stay.

Just think about the vote on the amendment to add the position of the VP for Veteran Affairs.  The amendment lost by 20 votes.  In another day with stand-up voting, an issue would have arisen that could have provoked debate and hard feeling after the meeting was over.  Because the outcome was electronically driven, everyone accepted the outcome without any rancor.  Close, almost passed, but missed it by 20 votes.  Nobody complained.  The Veteran issue has been tried several times in past convention, but misses the mark.  This time the vote was very close.

The Editor has a feeling that LULAC will be having a Constitutional Revision Committee in the near future.  It needs it.  There is also a need for an Electronic Voting Committee to assess what LULAC needs in order to have a viable system that takes out the sluggishness we experienced today.  Voting cries for transparency.  A sluggish voting system, no matter how modern it is, introduces doubt to the voting process.

The amendment to create a VP for Veterans failed by 20 votes.  Amending the Constitution takes 2/3's vote.

Amendments are voted on via the electronic voting.

LULAC staff brought 70 Chrome tablets to the meeting but had a jam setting up, so only 30 tables were functional for 1,000 delegates.

  1. Yes, Bernardo voting was super slow. As you witness, I went and asked Seniors to please vote on the other side where there were only 10 persons in line. The line quickly moved and the Seniors voted. They had No one supervising the long, long lines. Thank you for your comments, I love them! Lidia Martinez
