Proposed Substituted 2014 LULAC National Convention Rules

The Editor:  Rather than change the rules one step at a time, which would take endless time, the Editor presents what he has articulated in his accompanying critique of the Rules proposed by the Rules Committee and adopted by the LULAC National Board (?).  You may download the rules proposed here by clicking the title line below and saving to your computer or printing for presentation on the floor of the Assembly.  The rules proposed in this substitute rules include giving the Assembly the right to a vote count if they request one, eliminates the role of the Legal Advisor in the meeting of the National Assembly, prohibits armed security in the Assembly hall, makes use of Sergeants at Arms to provide a degree of security in the meeting hall  and permits LULAC delegates to go to the restroom at any time while the Assembly is in session with a guaranteed right to re-entry into the Assembly hall as they return from the restroom..
