LULAC - Manuel Escobar Wants to Expel 30 LULAC Officers from the Eastern United States

The Editor: It appears that Mickie Solario-Luna is the next bad witch for the Moran/Rosales/Vera/Escobar/Rocha Machine.  It was Mickie Lulna who got the LULAC Executive Committee to suspend Kathy Jurado on the eve of the California State LULAC Convention for having received Herbalife money.  Well, here is Mickie Luna all over again, asking that the LULAC Executive Committee consider suspending:
 
Juan Carlos Lizardi, the LULAC Vice President for the Southeast
 
Ivonne Quinones-Lanzo, the LULAC State Director for Puerto Rico
 
All Members of the LULAC State Board for Puerto Rico
 
Dr. Lydia Medrano, the LULAC State Director for Florida
 
All Members of the LULAC State Board for Florida
 
Ralina Cardona, the LULAC Vice Presidents for the Northeast
 
All Members of the LULAC State Board for New York
 
The threat was actualized by Manuel Escobar, the stupid LULAC legal advisor who thinks he is general counsel for Napoleon Bonaparte, in a response to a request to Mickie Luna, another power greedy LULAC'er, who thinks she is the Queen of Mean, butting her self in a fight that the Moran/Rosales/Vera/Escobar/Rocha Machine wants to have with LULAC'ers from the Midwest, the Northeast, the Southeast and island Puerto Rico.

To get the fight going, the Machine gave Luna, the Queen of Mean, the bone and she filed a complaint regarding decisions made by the State Directors of New York, Florida and Puerto Rico, their respective State Boards and the Vice Presidents of the Northeast and the Southeast to deny membership status to paper councils being organized by Miguel Ortiz, the Legal Advisor of Texas LULAC, otro stupido legal advisor, in Florida, Puerto Rico and New York.

What in the hell is Miguel Ortiz doing in Florida, Puerto Rico and New York? Well we all know what he is doing there, organizing paper councils at the last hour to vote at National and by-pass the district and state conventions.  Where did this late money, about $150,000.00, to organize councils for Roger Rocha come from, from William Ackman, the sworn enemy of Herbalife, from David Alameel, the stupid candidate for the US Senate from Texas who thinks that his stupid millions can be used to buy LULAC, not only here in Texas but also in other states, or from the person who purchased the LULAC Hacienda and the LULAC Manor apartment complexes?  Walter gave early, so did Alameel.  So this must be Ackman's money.

The late organizing just ran rough shot through the states without touching base with the respective district directors or the state directors, you know, a little respect that Miguel Ortiz was going to piss in your back yard.
 
Manuel Escobar, acting as judge and jury for LULAC said that the members that Miguel Ortiz was trying to bring into LULAC in the dark of night would be permitted and then noted in this response:
 
"Given the importance of encouraging membership in LULAC and the unsupported and unsubstantiated requests of the concerned individuals, the decisions of these National Vice Presidents and State Directors to oppose the membership of valid candidates raise serious Constitutional and ethical issues on which you have not requested a legal opinion."
 
Mira {the word in Spanish for stupid has been purposefully left out by the Editor}, Mickie LULAC just asked you for a legal opinion on membership, not about kicking out from LULAC the 30 regional and state LULAC officers who made the decisions.
 
The response to Mickie Luna should have been, the issue of membership into LULAC is a matter for credentials, as it is in all LULAC conventions and then the General Assembly can vote on the matter.  The late joiners were not eligible to participate in the respective state conventions and could have been legally barred from those state conventions.  The matter for National would have been a different issue.
 
The section of the LULAC Constitution that is at the center of this "I'm gonna kick you out" response from stupid Escobar is repeated here:
 
Artcle V, Members "......any councils or persons found denying a valid candidate for membership shall be impeached by the district executive board by a majority vote.   The guilty party of council may appeal only to the National Board of Directors."
 
You give an issue to a stupid legal advisor and, boy, can he make poopoo out of it.  So now he wants to kick out the eastern portion of the United States.
 
As you will note in the clear wording of the LULAC Constitution, to deny a member happens when a member comes to a council or to a LULAC member in good standing and asks for sponsorship.  If a bar occurs at that level, the Constitution says that the district shall handle the matter.

Membership to LULAC had already been effectuated by the LULAC staff at National and it appears that the National LULAC Executive Committee had already authorized a charter for these late bird paper councils, councils that Miguel Ortiz was late in organizing for Roger Rocha with some new found mula that Luis Vera pressured some dumb ass contributor/s to give, you know, like Alameel, Ackman, Matinez....
 
Vice Presidents, State Directors, District Directors, National officers, State officers, District officers do not charter LULAC councils.  What the Regional and State LULAC officers were doing was saying no to councils that had registered after the deadlines for participating in their state conventions.

Councils that file late are generally viewed as not being members of districts or of states, since they file just to vote in the national elections.  It would seem obvious that reasonable persons would say that late filers do not belong to LULAC at the district or state level.  At those levels, their participation in conventions at the district level or state level can be barred.  The next question that comes up for the late filer is where do you sit at the national convention?  You did not file to belong to a district or state.  You filed to belong to national.  Late filers can be challenged at the national convention by respective districts and respective states.  That is where this fight belongs.
 
Nowhere in the Constitution does it state that being a member of LULAC can be effectuated by anybody but LULAC national staff, once you have made it through the wormhole of the local council or a local LULAC member who is to be a sponsor.  The next step is the National LULAC Executive Committee that does the bendicion of the charter.
 
The provision found in Article V is there to prevent an honest LULAC'ers wannabe from being barred by a local council or a local council member from getting to file his/her name for LULAC membership.
 
LULAC councils today are formed by organizers, like Miguel Ortiz, who was tasked by Luis Vera to organize councils in New York, Florida and Puerto Rico.

Article V would not apply to him since he would be out looking for people to join LULAC who would vote for the Machine candidates.

Article V does not apply to the LULAC officers who are the target of this pissing fight started by the Machine, with Mickie Luna charged with carrying the war banner and Manuel Escobar making the poopoo to confuse everybody in LULAC.

These officers had nothing to do to charter these councils, their members or their delegates.  Now if the delegates wanted to vote in respective conventions, they could be barred as not being members or delegates in good standing since they were late filers.  All that the targeted LULAC officers were doing was give advance notice that late filers could not participate in their respective state conventions and that challenges might be made at national since these late filers did not belong to districts nor to states.

Manuel Escobar is acting unprofessional and unethical in suggesting impeachment against these thirty LULAC officers.  What is worse still is the Machine that turns a madman like Escobar against LULAC'ers, and the minions, like Luna and Ortiz, who do the other end of the bidding.  Manuel Escobar belongs in Egypt where the state prosecutors and the courts there are handing down death sentences in the hundreds after a brief 2 hour trial.  Impeach 30 LULAC officers, all from one major region of the country?  What is wrong with Manuel Escobar?  Is he the kind of legal brain that LULAC wants on the legal dais?

The letter appears below.  After you read it, you will conclude that  the Machine now wants to knock out the entire Eastern portion of the United States.  They have done it with the West coast when they kicked out the Luevanos in 2010 and now Jurado in 2014 and the LULAC opposition in Texas in 2010, 2011, 2012 and 2013.

In the not too distant future, about the only think left in LULAC will be San Antonio, Roger Rocha in Laredo, Alameel in Ft. Worth and Ackman in New York.

The Editor suggests that you consider printing the Escobar letter below and using the letter in the litter box that your dog, cat or bird uses.  Don't leave the letter there for too long.  They might read it and conclude that the rest of us are like him, Escobar, that is.
