The Editor: Once a year the supreme authority of LULAC, the National Assembly, composed of the National Board of LULAC and the delegates who are certified to participate as delegates to the annual convention, convenes in a place of their choosing, three years prior, to conduct the business of the organization, to elect its national officers and to set policy for the organization, policy that is implemented by the National LULAC Board of Directors, which includes the elected officers of National LULAC, the State Directors of LULAC from those states that have LULAC state organizations and the former National Presidents of LULAC, and in the interim, policy that is implemented by the National LULAC Executive Committee, composed of the National President, the former National President, the Treasurer, the VP's for Women, for the Elderly, for the Youth, for the Young Adults, for the Farwest, the Southwest, the Midwest, the Southeast and the Northeast. Sounds great, does it not?

If the LULAC Constitution could be re-written, it could be reduced to a one page document, because in reality that is the essence of how LULAC is governed today.
The weakest organ for governance of LULAC currently runs LULAC like a 10th century king would run his court, no questions asked, do as I tell you or else.
The weakest organ for governance for LULAC is its National Executive Council. The Constitution states in clear language that the Executive Committee shall act as an interim decision making body for LULAC, with all interim decisions being brought to the National Board at the next meeting of the National Board for action by the National Board.
The exact language of the LULAC Constitution states:
Article VI. Organizational Structure. Section 3. The National Executive Committee. c. Powers. "Under the authority of the National Board of Directors, the Executive Committee shall execute the mandates of the National Board of Directors, manage the League and establish policy in the interim between meetings of the National Board of Directors."

What is occurring lately in LULAC is that when the National Board meets, the Executive Committee orders that members of the National Board who are not annually elected officials to leave the room or to stay in place while the Executive Committee convenes a meeting of the Executive Committee behind closed doors. The Executive Committee has usurped the mandating authority of the National Board of Directors to run roughshod with the organization.
This power arrangement is not in the LULAC Constitution. The Constitution states in clear language that the decisions of the Executive Committee are interim decisions and that all interim decisions become official decisions of LULAC only after the National Board has rendered its decision on the matter.
LULAC got this dictatorial way with the help of the LULAC attorneys, Luis Vera, who serves as the General Counsel for LULAC, and Manuel Escobar, the Legal Advisor for LULAC. The Legal Advisor renders legal opinions for the powers that run LULAC today. Any legal opinion requires a 2/3's vote to overwrite. Luis Vera is the money getter for the powers that be in LULAC.
Today LULAC is essentially run by Margaret Moran, with Oscar Moran pulling her strings in matters that concern him. Who is Oscar Moran, you say? Oscar Moran is the greedy person in LULAC that ran the organization back in 1985-87. He was involved in a money scandal that ended his presidential bid short one year of the customary 4 year tenure. Today he serves as a shadow person in the organization's leadership structure. He is not a member of the Executive Committee, but with Margaret, he gets his agenda into the committee's agenda. Standing right next to Margaret Moran in running the organization is Rosa Rosales, the "screaming lady" in LULAC, as she is known. Rosa served as National President from 2006 to 2010. Together with Luis Vera and Manuel Escobar, these five persons run LULAC today.
The story about Manuel Escobar planning to suspend Carlos Lizardi from LULAC on the eve of the LULAC National Convention in New York City is the work of the Morans, Rosa, Vera and Escobar. Escobar has been instructed to create the mechanism to charge Lizardi and to develop the legal argument to disqualify all of the councils that Lizardi sponsored in 2014 for the 2014 conventions. The Machine, as the Editor refers to group of power usurpers, would like to do the same thing to the state officers of Puerto Rico LULAC, Florida LULAC and New York LULAC, together with all of the councils that any of these officers sponsored and extend this suspension to all of the LULAC councils in these three states This would mean disqualifying over a thousand LULAC delegates who would come from the very region where the 2014 National LULAC Convention will convene.
Do you think that these leaders of LULAC would stoop to such undemocratic levels? They have millions of dollars to protect, projects that they would like to sell to Walter Martinez, who now owns the LULAC Hacienda apartment complex in Corpus Christi and the Kingsville LULAC Manor apartment complex, money that they would like to pocket from the deals that they make selling LULAC property, using LULAC to front political campaigns like the $600,000.00 shadows campaign that resulted in a federal conviction, the U. S. Senatorial campaign of the mogul David Alameel and the anti-Herbalife campaign headed by William Ackman, the billionaire hedge fund investor from Wall Street. The Machine could win the New York City convention outright, were it not that even thieves get greedy. They have two millionaires and one billionaire under their wings. The hundreds of thousands of dollars that these three crooks are giving to the Machine is not enough for the machine. Rather than take the money and fly all of their delegates to New York, they are going to bus them there, all the way from Texas, a murderous 40 hour trip. They will bus their lower end delegates and will fly their upper echelon crust to New York.
They Editor thinks that the Machine will meet its match in New York City.
The Machine understands that New York City could be their doomsday.
They are going to try to squeeze as many people that they can on the buses. They will then resort to disqualifying as many opposition delegates as they can get away with.
To prepare for the numbers game they will have armies of New York street delegates to stand in from non-participating LULAC councils from every nook and cranny they can find to be pinned with LULAC Delegate Badges to participate in the Assembly.
To further grind down the delegates who will be attending to vote for Maggie Rivera and her slate of candidates, they are going to make the registration a living hell. They are going to limit the number of registrars at the registration desk and then they will limit the number of persons who will man the certification desk where delegates need to go to get their delegate ribbon, their delegate badge.
Their delegates will get their registration and their delegate badges in secret rooms in the convention hotel. Delegate badges and ribbons will have been set aside for their delegates.
The registration lines will move slowly and the delegate certification line will get maddeningly slow. They are going to want to have delegates who support Maggie Rivera to show proper identification, like they do in former confederate states, like Texas, Mississippi, Georgia, Alabama, South Carolina, and North Carolina when voting. Their delegates will not stand in long lines. They will get registered and certified in secret rooms in a New York minute. Ever body else, get in line. Oh, don't forget, the delegate letters from your local councils. That will also become an issue. Then they will run out of ribbons and ask those standing in line all day to return at 7:30 AM Saturday morning. Cheating to win in New York City will take the Machine most of the day on Saturday. They might not start the convention until late Saturday. If we can use cheating to win at Las Vegas as an example, the convention on that Saturday did not start until 4:45 PM, a long time to cheat to get the fraud down to a piece of art work.
